Hi Joe, I would say random means just that. You can get picked anytime and anywhere for a urinalysis. It took 14 month for me to get my first call while other drivers I know have been selected right out of the gate and multiple times in one year. It just is what it is.
So, legitimately selected by the DOT for random and not by school or schools consortment? And if by DOT really just with habimg gotten my permit.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.
That is a good question, but, does it matter? I am sure the schools and companies have to comply with DOT regs as they pertain to drug testing by meeting a certain percentage or whatever else criteria they must follow. It is an annoying, yet, necessary part of the trucking industry to keep us safe from druggies turning 80,000 pounds of tractor/trailer into death machines.

It is probably the DOT , although if it is written into your school contract the school has a right to test you at any time as well, for any reason. The FMCSR states the random pool applies to "every person and any employer of such person operating a CMV in any state". It doesn't specify that you have to actually be employed. Although you may not be operating a rig on the road yet, you will before the end of your schooling.
The CSA is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce crashes, injuries, and fatalities that are related to commercial motor vehicle
The FMCSA was established within the Department of Transportation on January 1, 2000. Their primary mission is to prevent commercial motor vehicle-related fatalities and injuries.

A CMV is a vehicle that is used as part of a business, is involved in interstate commerce, and may fit any of these descriptions:

Thanks for your responses. No, it doesn't matter your right just annoying when you pay 5 grand to learn and start missing valuable time because of it. And from what I have discussed with instructor the school does add students to the random pool as safety sensitive operators. Was entirely unclear on Reg just making sure I wasn't getting a DOT test when it should have just been just a random not federally because i took the schools DOT required screening the day before.

When I was in school with Roehl, I was told it is easier to random the students because they are right there in Marshfield. The company drivers do get them done randomly also, but it is much more difficult if you are in the middle of nowhere, as opposed to being right at a terminal. I don't think it is politics at all just the company trying to be as efficient as possible.
A facility where trucking companies operate out of, or their "home base" if you will. A lot of major companies have multiple terminals around the country which usually consist of the main office building, a drop lot for trailers, and sometimes a repair shop and wash facilities.
