So one of my old co-workers in Las Vegas works for the DOT and told me that as of January 1st it will no longer be a state by state CDL but rather a nationwide one. Has anyone heard about this or is it simply a rumor.

CDL:

Commercial Driver's License (CDL)

A CDL is required to drive any of the following vehicles:

  • Any combination of vehicles with a gross combined weight rating (GCWR) of 26,001 or more pounds, providing the gross vehicle weight rating (GVWR) of the vehicle being towed is in excess of 10,000 pounds.
  • Any single vehicle with a GVWR of 26,001 or more pounds, or any such vehicle towing another not in excess of 10,000 pounds.
  • Any vehicle, regardless of size, designed to transport 16 or more persons, including the driver.
  • Any vehicle required by federal regulations to be placarded while transporting hazardous materials.

DOT:

Department Of Transportation

A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.

State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.

Here is what must be done in Utah: New Federal Requirements You must self-certify your type of vehicle operation with the Utah DPS by January 2014. This means you must self-certify one of the following driving categories:

Non-Excepted Interstate Excepted Interstate Non-Excepted Intrastate Excepted Intrastate If you choose Non-Excepted Interstate , you must, in addition to a completed self-certification application, provide the DPS with a federal medical certificate.

Check out Utah's Medical Card Requirements page for detailed information.

Have not idea what any of it means and will be getting more info.

It is NOT a "federal CDL ," but the "new" "self-certify" rules go into effect. Some states are already doing it.

I haven't heard anything about this so the answer is no. That would be a massive change in the way things are done. This wouldn't be some kind of memo that goes out to the states saying:

By the way, remember how you've controlled your own licensing policies, procedures, and testing for the past 6 decades? Well your friends at the Federal Government will be doing that now. Thanks for participating!

It would be a massive change in infrastructure. It would also be a massive power grab by the Federal Government and the States would be in an uproar over that.

In some ways it is considered a Federal license. For instance, the CSA system (Compliance, Safety, Accountability) is used to track the safety scores for trucking companies and uses each driver's record as an accountability measure. So a driver can change licenses or change states but the scores stay with you.

I think they need to develop national training and testing standards. But I don't think there will be a major change in the way licenses are issued anytime soon.

CSA:

The CSA is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce crashes, injuries, and fatalities that are related to commercial motor vehicle

FMCSA:

Federal Motor Carrier Safety Administration

The FMCSA was established within the Department of Transportation on January 1, 2000. Their primary mission is to prevent commercial motor vehicle-related fatalities and injuries.

What Does The FMCSA Do?

  • Commercial Drivers' Licenses
  • Data and Analysis
  • Regulatory Compliance and Enforcement
  • Research and Technology
  • Safety Assistance
  • Support and Information Sharing

I think they need to develop national training and testing standards. But I don't think there will be a major change in the way licenses are issued anytime soon.

What my instructor at school told me (so take this with a grain of salt), is that Michigan is adopting new testing procedures by October 1st and every state will have the same test in place by January 1st. It is still run by each state's DMV/SOS, but there all agreed to have the same test - which makes a lot of sense to me.

Again, I'm not sure how true this is, but this is what I was told.

This is the first time I've heard anything about this at all. I would think if the Federal Government was going to mandate nationwide testing there would be a huge fuss about it.

"South Carolina is the same. This is straight from the SCDMV weebsite.

Effective January 30, 2012, federal regulations require all commercial driver's license and beginner permit holders and new applicants to self-certify the type of commerce for which they intend to operate. They must also provide medical certification for any type of commerce that requires it. To self-certify, drivers must complete Form DL-405A. SCDMV will collect the driver’s certification information and add it to the national Commercial Driver License Information System (CDLIS) record. All commercial driver's license holders, beginner permit holders and new applicants must self-certify by January 30, 2014 or risk losing his or her commercial credential. Commercial drivers and beginner permit holders must comply each time they apply for a new credential, renew or upgrade their credential."

And we also must provide a short and long form medical DOT card.

Yeah, but none of that has anything to do with making the CDL a Federal License as opposed to a State license.
