Don't think for a millionth of a second that a skateboard can't get tossed around by the wind the same as a van. Remember, not all flatbed loads are low-profile loads, and wind doesn't have to only blow from the side to send you flying. It can also get up underneath and pick you up.
You don't tug on Superman's cape, you don't spit into the wind, you don't pull the mask off the old Lone Ranger, and you don't mess around with wind.

To add to what fats said, yes some loads are just as dangerous to haul as van loads. There's a place we pick up from where we haul dry wall. It's stacked skinny and tall, can't be tightened too much or will damage the product. I can feel every gust of wind and every turn with that stuff. Can't stand it.
