Besides the obvious issues of putting medical information on DMV systems that aren't designed for it, vary by state, are controlled by the individual states and are in no way HIPAA-compliant your post didn't ring true. I scoured the tubes for more info and found none. Curious that what some random guy told you has no record whatsoever on the internet. Can you link any news or fmcsa site?
The CSA is a Federal Motor Carrier Safety Administration (FMCSA) initiative to improve large truck and bus safety and ultimately reduce crashes, injuries, and fatalities that are related to commercial motor vehicle
The FMCSA was established within the Department of Transportation on January 1, 2000. Their primary mission is to prevent commercial motor vehicle-related fatalities and injuries.
What Does The FMCSA Do?
The state agency that handles everything related to your driver's licences, including testing, issuance, transfers, and revocation.
Thanks Rick. The article made a lot more sense. Drivers won't need to carry their medical cards after June 22, 2018. D.O.T. certified medical examiners will submit the results of their exams directly to the FMCSA. The FMCSA will notify the state DMV of a driver's medical status. Drivers no longer submit their long forms to their local DMV.
I can't imagine what kind of hell it would be for some poor driver who finds that a mistake was made or a physical was, "lost" in the system and had to deal with the FMCSA and DMV to resolve their issue. The other thing that caught my eye was, "This transmission will include the results for both commercial driver’s license (CDL) holders and non-CDL holders." The FMCSA is building a database of physicals for EVERYONE! I guess someone could have a condition and then years later try to get their CDL but that sounds creepy and a little Orwellian.
A CDL is required to drive any of the following vehicles:

BMI is a formula that uses weight and height to estimate body fat. For most people, BMI provides a reasonable estimate of body fat. The BMI's biggest weakness is that it doesn't consider individual factors such as bone or muscle mass. BMI may:
It's quite common, especially for men, to fall into the "overweight" category if you happen to be stronger than average. If you're pretty strong but in good shape then pay no attention.

Your "Medical Information" per se' - won't be on the DMV systems.
Just a electronic notification of the status of your Med Card. Similar to what the drivers do now, when they show up at the DMV, or upload a copy of their Med Card onto the DMV site in their state.
In reality - the compliance system is in place now - where ME's are supposed to be uploading to FMCSA's Med Site. It will just become mandatory for all to do so by 2018/06/22.
Drivers will STILL BE GIVEN a Dot Med Card - you just won't have to upload it or certify to your state DMV - it "should" happen automatically (yeah - good luck with that). And I'd still recommend uploading it to your DMV (as long as the site still allows it) and carrying the Cert.
I uploaded my card when I renewed last month - and got an email response stating it was "accepted" - the very next day.
This is (supposedly) an effort to "make things easier" for the drivers. But whenever you get fed and state systems trying to talk to each other - good luck with that.

A department of the federal executive branch responsible for the national highways and for railroad and airline safety. It also manages Amtrak, the national railroad system, and the Coast Guard.
State and Federal DOT Officers are responsible for commercial vehicle enforcement. "The truck police" you could call them.

Prediction:
I predict this will carry an additional small fee that either driver or carrier will be responsible for. Nothing major, perhaps $5 ($20 for CA residents lol) but 5 multiplied by millions = they get richer.
Call it a processing fee or whatever you want, but I think they will take this opportunity to generate more revenue.
What prock posted as a reply on the link you sent Rick is kind of misleading because companies have to keep updated mvrs on file as part of dot regulations.... so he is not being truthful in his answer to the point you are making..... great link posted by rick but please disregard what ever explanation by prock on there

Please all at a meeting last week with a DOT inspector, I learned what most or some of you already know: there will no longer be medical cards to be issued. All information about a driver will be on their MVR meaning no doctor can offer you a medical card outside of your Mvr. the doctor has to be DOT certified and the dot will look at your medical history to confirm that you are ok....in another post someone sad they are looking for a doctor that will give them a 2 years medical card to go around sleep apnea but reality check is : THEY WILL NO LONGER ISSUE MEDICAL CARDS IN 2018 , EVERY MEDICAL INFO WILL BE PART OF YOUR MVR WHICH IS THE ONLY WAY THAT COMPANIES WILL BE ABLE TO CHECK ON YOU. NOW TELL ME WHICH DOCTOR WILL LIKE TO LOOSE HIS/HER LICENSE FOR THAT? Just the same way ELOGS will be rule of the land in 2018 so will be your MVRS because that is were your driving record and medical record will come in all in one. Now go find a doctor who will want to be involved in that mess.

Sleep Apnea:
A physical disorder in which you have pauses in your breathing, or take shallow breaths, during sleep. These pauses can last anywhere from a few seconds to a few minutes. Normal breathing will usually resume, sometimes with a loud choking sound or snort.
In obstructive sleep apnea, your airways become blocked or collapse during sleep, causing the pauses and shallow breathing.
It is a chronic condition that will require ongoing management. It affects about 18 million people in the U.S.
