Congress is going to do what they feel gets money in their pockets. The greed of congress has escalated since the founding fathers first put the laws of this in place.
If the ELD mandate is repealed, then that would be good. They don't work that well anyway. The navigation in them is atrocious.

Raptor, are you still with Swift? Or am I confusing you with another forum member? Anyway, the navigation on Swift’s QC (Navigo), is separate from the ELD function. I’ve not had issues with Navigo unless you need to go out-of-route. Then...unless familiar with the area, it’s best to check your bearings with a manual backup.
All of the Megas had ELDs in place long before the Fed mandated it. I’ve run paper logs for a couple of days during the last outage...I’d prefer the ELD handle the monotony of logging for me. Even if it’s repealed, you won’t see any changes with the bigger Companies.
