What exactly does that mean? If traffic flow made it impossible for me to stop, then I would be doing something terribly wrong.

I don't know, the op said they witnessed accidents, not caused them. I've witnessed several accidents I've never stopped for.

Having been involved in a hit and run recently, even with the forward facing camera we could not identify the truck that hit me just after I took off my chains over by Truckee. Had anyone seen it and stopped to give me name and phone number to contact them later, my company would not be footing the bill for the damage which was a couple thousand dollars.
If I was in a time crunch, I would stop and at least give my name, my company name and phone numbers. I would also contact my company to get the video to see if it was recorded.

Ok, I think I misunderstood the statement. I think the trucks that couldn’t stop due to traffic flow were the ones that witnessed the accident, not the vehicles involved in the accident.

Both of these truck witnessed accidents involving death. Neither truck could stop due to traffic flow. I am wondering if anyone can help me identify either of these trucks. Both of these accidents occurred in Texas. Any help would be greatly appreciated.
