Ya need to explain what you're asking better. Like what is PARS/PAPS clearances? Seem's you're a foreigner seeking something to work here. (I googled both, made no sense of either 1)

Tell your story better, so people are maybe more able to help in what you seek. Or try contacting those entities, and ask them directly?

Those terms are the cross border customs stuff. It use to be stickers and a pain. It has all gone digital several years ago.

Exactly. I remember using these with Roehl. I sat at one border crossing going into Canada for 11 hours, only waiting for one group of numbers! Needed three sets of numbers, and I had two out of three. Got bounced around on the phone for hours. "Call the broker. Call the shipper. Call the company. Call the customer...." OMG. Does anybody know anything useful? I don't care if I never cross another border as a truck driver.

Shipper:

The customer who is shipping the freight. This is where the driver will pick up a load and then deliver it to the receiver or consignee.
