CLP:
Commercial Learner's Permit
Before getting their CDL, commercial drivers will receive their commercial learner's permit (CLP) upon passing the written portion of the CDL exam. They will not have to retake the written exam to get their CDL.
It's interesting that they're so concerned about new drivers but don't seem to show the same concern for so many who are currently out of work and don't know if or when they'll get back behind the wheel.

I wouldn't say they're so concerned with new drivers. They're concerned with allowing new drivers to enter the industry to keep the flow going. Without the DMV offices open no one could get their permit or license, so it completely stopped the flow of new drivers into the industry. Experienced drivers wouldn't have trouble finding work if they had just gotten laid off or their company folded. They would also be eligible for unemployment.

Just days after a coalition representing commercial drivers licensing schools, trucking companies and shippers sent a letter to federal and state officials trying to persuade them to keep state drivers license agencies open the Federal Motor Carrier Safety Administration announced it would temporarily allow CDL skills test examiners to also administer the written CDL tests.
