Thanks, that's what I figured but do not remember them ever having one out around here before.

Sleep Apnea:
A physical disorder in which you have pauses in your breathing, or take shallow breaths, during sleep. These pauses can last anywhere from a few seconds to a few minutes. Normal breathing will usually resume, sometimes with a loud choking sound or snort.
In obstructive sleep apnea, your airways become blocked or collapse during sleep, causing the pauses and shallow breathing.
It is a chronic condition that will require ongoing management. It affects about 18 million people in the U.S.

Unfortunately I do not have a picture but it was at the scale on I-80 and looked like a large cherry picker type truck a utility company would use but the boom went straight up several feet then extended several feet to the side and then had a arm coming straight down about halfway to the ground with a large box on the bottom. It created a square box large enough for a truck to drive through and had a Illinois state trooper parked next to it and a bunch of cones marking out what looked like lanes.
They have been doing a lot of inspections last 2 week so I assume it has something to do with that.
