No. You don't have enough experience to know how to drive. There's no muscle memory or instincts that have been developed. There's a reason they're asking for 3 years of driving experience.

They can definitely verify your experience. They are just choosing not too. And asking you to lie about it. I personally couldn’t recommend a company like that. And wouldn’t recommend lieing. End up in an serious accident and that will come back to bite you hard. Something to consider before you apply for this job.

If Roda's lack of experience driving a passenger vehicle is a problem, it should become apparent very quickly in training.
Personally, I believe I learned more about managing traffic safely by riding a bicycle in urban areas than I did behind the wheel.
And to answer your question, it never occurred to me to investigate the MTA's hiring standards before my kids started traveling by bus and subway. Driving is a very unique field in that if you mess up once you are black listed and kicked out, or worse. My advice to you is to try not to lie, cheat, or cut corners.
Personally, once i saw what city bus drivers in chicago have to deal with i don't think any amount of money would make me want to drive a bus.

I tried driving class b cdl bus using learning permit, it was just like drive a car. And I just fine.
