A few months ago I witnessed an accident. I didn't see a way for me to be helpful in stopping, and I perceived that the truck would be in the way, more than anything. I called 911 with the information I had to provide and kept driving. Car on fire with someone inside, I am stopping, if at all possible. Someone wandering around near traffic, I am stopping to try to keep the person out of traffic. Obviously calling 911 is the very first thing. Anyway, the situation would have to be imminently life threatening, and I am in a position to possibly prevent it from being such. My company supports its drivers making that decision on our own.
One thing that you could do is simply hold the neck of a driver involved collision to keep them from moving their spine. Plus it's a a great comfort to most people involved in a serious accident to have someone there just trying to help them.
That's some good info, Chief.
I would now and then if late at night and in a very rural area where I might be the only vehicle to pass by for hours, but then had a fire chief remind me (very unkindly) that they don't appreciate showing up to a gas tanker stopped at a car fire.

Even if there is one first responder on the scene comment you can help by following his or her guidance.
