Looks to me like the tread is starting to separate from the rest of the tire.

As a utter newbie, is the black charing above the tire a problem?? Perhaps indicative of a break fire or excessive brake dust?

Looks close. My guess is an airbag issue with air ride.

Gonna take a stab with a couple guesses. Not sure but there could be reflective tape missing, or the mark for where to place the tandems , or maybe even one of the marker lights on the trailer. The first 2 are my best guesses, but the possibility it might be the third creeped into my mind as I started typing.

Tandems:

Tandem Axles

A set of axles spaced close together, legally defined as more than 40 and less than 96 inches apart by the USDOT. Drivers tend to refer to the tandem axles on their trailer as just "tandems". You might hear a driver say, "I'm 400 pounds overweight on my tandems", referring to his trailer tandems, not his tractor tandems. Tractor tandems are generally just referred to as "drives" which is short for "drive axles".

Why was the trailer frame cut? That part above the tire isn't optional. That entire piece and all the rivets are important. It needs to be intact, not carved up with a smoke wrench. Although they did do a nice job of it.

It looks like it is sitting low. Not much clearance. Is the load shifted? Perhaps something with the suspension? That would be my guess
