Incorrect, that is clearly a water fountain. It's design allows one to fill water bottles or get a sip without having to lean over.

When I was in construction, we had many houses with bidets. A number of workers had never seen a bidet and
always aked what the heck it was. So the fun was to get them to lean down to take a closer look and then turn
the valve on. And THAT never got old!!!!

Now I've seen it all. This is in a Pilot shower room near Mesquite, UT. Is the bidet necessary? There is a shower right there. The showers there are REALLY nice though.
