Hello Harvey. I just switched my residency to South Dakota and no re-test was required. I did look into moving to Texas before I decided on SD and I seem to remember that a re-test was not required. I would call Texas DMV , though, to find out for sure.

I'd guess that CDL should transfer without having to retest. But i think Hazmat , he will most likely have to re-apply for in Texas after transferring.
A CDL is required to drive any of the following vehicles:
Explosive, flammable, poisonous or otherwise potentially dangerous cargo. Large amounts of especially hazardous cargo are required to be placarded under HAZMAT regulations
Remember CDL regulations are a federal thing. I moved from Mississippi to Alabama last year. Just paid the Alabama fees, that's it
Add for Hazmat , see my post The Hazmat Test. The background check is a Federal deal run by the TSA
There should be no problem moving to Texas.

Thank you for the replies. I had searched and read old posts here and had seen at least one case where someone moved to a state that required re-testing (can't remember for sure, maybe Illinois), so I thought I should ask. Calling to confirm sounds like the best plan at this point. He has his eyes on a house to rent with a friend and wasn't sure if he should pull the trigger without knowing more about transferring his CDL. Thanks again.

It was probably Illinois, as far as I remember Illinois is the only one to require you to take the full test again. Even if you leave and come back you have to retest.

Michael emailed the Texas DMV and received a reply that somewhat surprised me as it seems different than what Errol experienced regarding the hazmat endorsement. Seems odd that a federal type of endorsement would require retesting and new fingerprints. Below is the email he received.
Good morning,
The only endorsement that will not transfer State to State is the hazmat. If you have hazmat, you will be required to retest and refingerprint.
Texas statute states that an individual can drive on a valid, unexpired license from another state for 90 days after moving to Texas. You may surrender your out-of-state license and obtain a Texas license of equal class without additional testing. The following will be required:
A valid, unexpired license from another state*
Proof of identity
Proof of U.S. Citizenship/lawful status
Proof of social security number
2 documents providing proof of Texas residency
Current Medical Certificate
Proof of Texas vehicle registration, if you own a vehicle
Proof of Texas liability insurance, if you own a vehicle
Fees by check, money order, credit or debit
*If confirmation of your license is unobtainable or expired with the former state, you will be required to take a written and driving exam.
For a list of required documents, you may review the DL-15 checklist. Schedule an appointment for a driver license/identification card services here.
For inquiries regarding vehicle registration and plates, contact the Department of Motor Vehicles at 1-888-368-4689.

Doesn't TX have a section on the test that other states don't? I can't recall what it's regarding but if they do, I'm wondering if/how that plays into transferring.
That would be section 14 in their state manual. It doesn't have any effect on transferring your CDL. It does affect new applications, but not transfers.

Our son Michael is seriously looking into a move to Texas from California where he presently holds his CDL (without auto restriction) and HazMat endorsement. He searched to try to find out what is involved with getting his CDL in Texas and came up empty and I searched a bit and also had no relevant info. If you can, please share what's involved, hopefully with a link.
Thanks in advance.
P.S. Marten has a fleet that told him they have an opening for him based out of the Dallas area.
